Allow distribution before publishing original

Newspaper Feature
Our Editors would like to distribute a drafted (unpublished) post to destination sites. Likely because draft posts while unpublished to the public are available to our page designers to build tomorrow's print newspaper.

Action item - would be to allow distribution of saved posts in a draft status, not just published posts.
