DevOps: Dockerize application backend

Description

The goal of this issue is to dockerize the backend of the application so we can simplify deployment and enable development with ease.

The ideal solution is that as a developer I will have a docker composer file that I can use to spin the whole backend environment ( so far only .NET and SQL Server) in docker. In the first stage, the configuration can be targeted on local development, and then we can reiterate to use of docker in a cloud environment.

Acceptance Criteria

• Application can be run inside the docker
• Docker compose file is present
• SQL server is part of the stack
