TTS Support

I plan to add a TTS command that uses Google's API for it, I'm just leaving a list of the resources I had open for later.

I'm currently blocked in terms of testing the code so far because a phone number is required to sign up, which I can solve later.

Update on this: The Discord lib I'm using now has updated it's voice examples since I posted this issue, which removed the TODOs in the code and simplified it.
