Add space to short report template 2nd section header and footer

Before I forget later: having started using this thing in practice for reporting, we need a bit of space between the header and footer for aesthetics on the Short Report Word template:

Footer:

A new-line with size 5 Proxima seems to work well (and is what I have in the screenshots). Will update on the template when I get a spare sec, and double-check how the Rmarkdown/LaTeX/etc ones look too.
