Description

There is an issue with AElf.Tools generating typescript descriptor for proto definitions.

Steps To Reproduce

Create a smart contract project with Lottery Template
Build using latest AElf.Tools
No typescript descriptors are generated

Current Behavior

Building a contract causes an error with typescript generation

Expected Behavior

Building contract should produce the corresponding typescript descriptor for proto declarations
