Fix up the public release via pypi

These are the things I've noticed wrong:

• After installing, fond-utils as a command-line utility can't find the main function #8
• The readme at pypi loses all of the nice GH formatting: https://pypi.org/project/fond-utils/
• Factor out package data to __version__.py as done in pddl - a bit cleaner
• We may want to shift to a project toml file so we can list multiple contributors better, etc.

Now that fond-utils CLI works well, I am refactoring the package data a bit, mostly as done in the pddl package..

Have continued your work a bit @haz , refactor the way we do the binary (I think it is better this way by happy to be convinced otherwise #8) and factor out a bit the package info (author (alphabetical now, thanks 😉 but makes no sense otherwise I think; version, etc).

Done for today, Happy that you undo all the changes if you have a reason 👍 Thanks for pushing this! Do a pull of the package-fixes branch...
