Describe the bug
pre-commit run --all-files ends mostly with fails

To Reproduce
Steps to reproduce the behavior:

  1. git clone https://github.com/AI4Finance-Foundation/FinRL.git
  2. sudo apt install pre-commit
  3. cd FinRL
  4. pre-commit run --all-files

Expected behavior
I expect the pre-commit run not to return errors since I did not modify any files
