Prerequisites not mentioned anywhere

I had some trouble getting it to run at first, turns out I needed to install some version of .NET Framework. It would probably be helpful to mention that it's a requirement in the readme. I figured it out eventually by piecing together the .NET mention in #19 and looking up the error I got when trying to run it without .NET installed 😅

Oh. I appreciate you bringing this up.
Prerequisites aren't mentioned anywhere because literally this issue hasn't come up once, in almost 5 years.
Seems that DSPRE was pretty much plug and play for 99% of its user base (that, or people just didn't voice the issue).

If you have specific details about the exact prerequisites that you figured out, feel free to share and I'll add them to the readme. 💪

Seems to just be .NET Framework 4.8
