As for network weather, Akamai has a good resource : https://www.akamai.com/us/en/resources/visualizing-akamai/

Cloud Flare recently published their observations of the increase in traffic - https://blog.cloudflare.com/on-the-shoulders-of-giants-recent-changes-in-internet-traffic/

They observe about a 20% average rise. If this is within the capacity of our networks, there won't be any observable effect - this will depend highly on the individual service provider capacity though.

This is for internet traffic.

Research traffic is monitored by the respective NRENs or regional networks. For example, South African research traffic - https://perf-cm.sanren.ac.za/maddash-webui/index.cgi

It's best to get in touch with the national networks. They are co-ordinated as follows:
