:concludeHlsLive API always 404 if stream name contains colon ":"

Describe the bug
If a stream name has a colon (:) in it, you can't use the "conclude HLS live" api because it always returns a 404

To Reproduce
Steps to reproduce the behavior:

1. Stream with an app name that contains :
2. send a POST to .../streams/name:withcolon:concludeHlsLive
3. 404

Expected behavior

I should be able to conclude a stream with the API if I'm able to stream successfully and use other APIs e.g. stats.

After changing the stream names to not contain :, it works.
