NCR Breaks post-startup login chat signing

If you use NCR, and start the game without being signed into an account from the launcher (offline), and use another mod or client to sign into an account, NCR prevents you from typing on servers because it believes it is not signed in, but if you remove NCR this works fine. For example the In-Game Account Switcher mod in a mod development environment.
