Welle-io and welle-cli fail to recover when multiplex configuration changes #624

Roughly four times a day, the BBC national DAB multiplex undergoes a configuration change

When the change occurs, welle-io and welle-cli are unable to recover from the change and instead go into an infinite loop until killed and restarted.

The attached log files are from welle-io; I normally use welle-cli, but tested with welle-io in order to be certain that the latter emits the same errors.

welle-io.log is the log file from "welle-io --log-file /tmp/welle-io.log". welle-io.follow.log is captured from stderr/stdout, as there are more messages here than in the log-file.

Error messages from the configuration change begin at line 109 in welle-io.log and line 116 in welle-io.follow.log.

System details:
Operating system: Manjaro Linux, 64 bit.
welle.io version: 2.2
RTL-SDR devices: Realtek Semiconductor Corp. RTL2838 DVB-T

I have scripts in place to restart welle-cli if necessary, so this is a minor problem for me, but I'm raising this ticket as requested. I'm able to compile the software if necessary for testing purposes.
