Draw WIP areas based on a json or text file hosted online.

JSON or txt file to be hosted on the VATSIM-UK GitHub repo, vSMR can interrogate this and draw WIP areas based on it.

@luke11brown for some reason Github didn't tell me about this so only just seen it. I'll have a look at implementing this when I've got a bit of time - I think hosting the config on Github is definitely a good idea so we can update it easily
