Server crash

I'm trying to create a server at home, using the one provided by the ATM team. Whenever I try to start, I get the error "Incomplete set of tags received from server. Please contact server operator". I already replaced the mods folder on the server with the instance folder and it still didn't work. I've also replaced the "confg", "default config" and "kubejs" folders but it still doesn't work... In the launcher, the message "incompatible vanilla server" appears.

Furthermore, this error always appears if I try to start the server using the "startserver.bat" file, I can only start using "minecraft_server.1.16.5.jar", and even so, in the console when it starts, this error still appears ( but at least it starts)
