ServerStart.bat wont let people join from outside my network

so i first ran it and used default port and set a port in both server.properties and server.cfg, and I couldn't join it at all via my IP. but if I start it again via the Minecraft.jar then others can join? i even tried the default 9010 port it said it was and nothing.. problem is the Minecraft jar doesn't initialize the quest book thing so I cant progress... any fixes?
