Migrate to Discord.js v13

For the future of Atlanta, we definitely need to move to Discord.js v13. This includes:

• the migration to Slash Commands. We have to remove all the message commands and replace them with slash ones. We can use Discord Bot Template as an example of structure.

• the use of buttons when needed instead of message collectors.
