(Suggestion / Enhancement) Add option to ignore muzzle obstruction

Is your feature request related to a problem? Please describe:
On SDX, there are torpedo launchers that can launch anti-torp torpedoes. The launchers need a great line of sight with the enemy torpedoes for those anti-torpedo torps to work. This means they have to be placed on the exterior of the ship, making them vulnerable to attacks.

Describe the solution or feature you'd like:
Add a flag so the weapon can be configured to ignore the muzzle obstruction checks (in the case of SDX, so the launchers don't need line of sight with the torpedoes for the anti-torp torpedoes to work).
