The badBotsLocal configuration file should be made persistent and not changed or cleared after any update/upgrade is made to Aspen. This would help ensure that any previously-identified problem bots are continually blocked and prevent any potential interruption to libraries.

What sites are you seeing Aspen replace the badBotsLocal configuration in? I don't see any code that would do that.
