Implement a report feature to allow sections to be hidden based on project elapsed time

The use case for this is the Grants and Other Progress Report outcome reporting.

For the first x years of a project they should only be reporting achievement against short term outcomes.
After this time the medium term outcomes should also be available for reporting against.
