allow coordinates to be generalised in different ways - currently coords are truncated to 0.1, 0.001, 0.0001 degrees.

other generalisations have been requested:
0.002 degrees or 200m
randomisation
possibly snap to centre of a polygon or grid e.g. in the ACT because it's so small and highly urbanised it might be better to snap to the centre of the ACT and give a 100km accuracy or allow an intersection based on the ACT polygon so that the highly sensitive species still appear on species lists but aren't available as a point

0.05 degrees 0.5 degrees (NT SDS rules)
