[BUG] Windows Nodes try do download Windows Updates even if Node Channel Type is Image

Describe the bug
Even if the cluster is configured with Node Channel Type = Image, Windows nodes seem to be trying to download windows updates.

See this screenshot from the FW:

To Reproduce
Setup a cluster with Windows Nodes and Node Channel Type = Image, wait for the nodes to try and download windows updates.

Expected behavior
Node does not contact the Windows Update servers.

FW logs from the 16th Dec.

The node is now trying to download another update or it's metadata, this time from 2020.
