Application Service Environment stuck for 3 hours

Application Service Environment stuck for 3 hours and I had to cancel.

I added all subnet delegation required.
fixed all reported errors
At the moment I am only deploying ASE Hosting environment before I plug in farm and web module. Unless it is required to complete the deployment.

ASE gets deployed but activity logs, VS and deployment all shows deploying and does not end. It does not show any error.

I see old error reported on ARM but I could not find bicep issue and fixes for this one on google or GPT.
Does it take 6-7 hours to complete isolated VM with networks? I cancelled it after 3 hours and now trying to deploy with web app but it might not help to isolate the issue if there are other dependencies causing this issue

Looks like it does take longer for ASE. Portal deployment took about 4 hours 30 mins. I should have waited for bicep deployment to complete

This is still an ongoing issue. Activity log in the App Service Environment console shows that it succeeded, but the resource is still "Preparing" after more than two hours.
