[Feature]: Raise an issue when a repository with a catpkg release asset no longer has catkpg asset #3

When a repository had a release catpkg asset available and there's an error now, raise an issue or otherwise alert about the fact.

It's a problem that requires quick action. Something most probably went wrong with publish-catpkg.
