Problem:
Blackshields lists, add consul nullifier, can not add nuliffier squads as troops.

Expected:
See nullifier squads in troop selection

Additional Info:
In the consul special rules it removes the 0-1 limit for nullifier squads, can add as troops, but, adds support type to nullifier squad.
