Toggle to turn off random xenotype/ideology of bought colonists #42

I see a past pull request changed it so bought colonists would have random xenotypes and ideologies. I wish this randomization were able to be toggled on/off, ideally separate toggles for xenotypes and ideology, so we could set it that bought pawns default to our own ideology.

Thanks for the suggestion. I currently don't have time to dedicate to new features or tweaks but would be happy to review any PRs
