fix: User is redirected to the Pending permission page whenn he is not granted with required permission type

Describe your issue

When user without root permissions and Manage Project permission attempts to access Access Management, Contributors or Project's Manage Access page using URL he is redirected to the Pending Access page.

Steps to reproduce

Pre-conditions: User A - with Access Managment and Manage All Projects root permission exist and logged in.
Login into the User B account - user with View specific Projects permission granted.

1. Open the Access Managment page from the User A account
2. Copy the link
3. Paste into the url line for user B.
4. Observe the application's behaviour

What was the actual result?

User is redirected to the Pending Access (no access) page.

What was the expected result?

User is redirected to the 404 Not Found Page and the Toast notification "You do not have access to the resourse" displayed.
