Fault String: SOAP-ERROR: Parsing WSDL

Hi

Since friday, there is intermittent failures when initializing the customer Management Service:

Last SOAP request/response:
Fault Code: WSDL
Fault String: SOAP-ERROR: Parsing WSDL: Couldn't load from 'https://clientcenter.api.bingads.microsoft.com/Api/CustomerManagement/v13/CustomerManagementService.svc?singleWsdl' : failed to load external entity "https://clientcenter.api.bingads.microsoft.com/Api/CustomerManagement/v13/CustomerManagementService.svc?singleWsdl"

In my logs:

PHP Fatal error: Uncaught Error: Call to a member function GetWsdl() on null

Same. Happened all the sudden.

@robtro if you reached out to Microsoft Support, they would have notified that issue was mitigated around 10/17.

@dmitrywicked are you still seeing issues as of now (since 10/18) ?

We logged the error on yesterday
But we use microsoft/bingads:13.0.13, so now we are upgrading to 13.0.14
