Include the bill of exchange key encrypted with the user's key in the bill of exchange transfer block #265

During the bill of exchange transfer (endorse, sell, mint), we must include the private key from the bill of exchange encrypted with the user's public key in the block data. This way we can easily recover these keys in the future.
