Working of thermostat in automatic mode according to schedule

In the eWeLink app, in the thermostat automatic mode settings, there is a function to set the operating time (from... to...). For example, if you set the operating time from 10:00 PM to 6:00 AM, the thermostat will turn on at ≥ 10:00 PM and turn off at ≥ 6:00 AM. If the power goes out in the house at 9:50 PM and turns on at 10:10 PM, the thermostat will turn on when the power comes back on. This is different from the standard schedule, which turns on the thermostat exactly at =10:00 PM, and if the thermostat fails to turn on at 10:00 PM, it will not turn on later.

Questions:

1. Is there a way to implement the same operating mode (turn on from ... to ...) to work independent of the network availability?
2. Is there a way to manage the schedule from the panel/HA?
