Issue creating and destroying applications and sites on tenants utilizing collections

Note that this only seems to occur on tenants that have had the new collections feature enabled.

When you attempt to create a site and application at the same time, or delete an application you will receive an error similar to

Error: parsing time "1675694414264" as ""2006-01-02T15:04:05Z07:00"": cannot parse "1675694414264" as """

The work around for creation seems to be making sure the default (any?) collection is added to a site, which works fine for existing, but not newly created.

On app deletion, this issue persists with the latest v1.1.1.
