add GA component with OPT-out in Terms of Use page

How cookie trace works?
The cookie consent says:
“By continuing to use this site you are giving consent to cookies being used”
So i expected that cookie start tracing when you open the web site but in the title of issue you say:
"with OPT-out in Terms of Use page".
Where the user can opt-out? Can you clarify the flow?

When REACT_APP_GA_CODE env var is not empty the website start tracking for now there is no way to opt out.

@gffuma I've upgraded to GA-4 (new react-GA4 lib), I'll just need to add a switch button at the end of terms of use page.
