This is an issue with your IP being flagged most likely. Usually happens when you request too quickly (or you have an IP in Washington, DC).

There isn't much in the way of fixing this besides restarting your router to get a new IP if you have dynamic, or setting up PO (Proof of Origin) tokens on the requests made by yt-dlp (the library used to download YouTube videos.

This is an issue on YouTube's end though.
