Re-install ESI on the new controller hardware

The new RH OpenStack release may not be suitable for ESI for a while. However, our current ESI controllers are still running on old hardware, and there's the desire to move off that hardware sooner rather than later.

For that reason, we will want to re-install ESI on the new controllers (with the updated esi-pilot files). This will then be used as staging ground to test migration procedures.
