Do a quick pre-check before starting Cloud folder encryption to see if we can move it

If Cloud service isn't paused or if a file is currently in use, the migration process will fail when it tries to move the encrypted folder over to the Cloud folder's location

Before beginning, ensure the folder can be moved (and maybe alert users not to use files, and to pause their cloud service app)
