[BUG] 9 - Raster layers in esriDynamic services fail to load [OSDP-1801] (9 layers)

Current Behavior

There are 9 cases of UUIDs with esriDynamic services that contain raster layers. It's not a good practice but it exists and it works in RAMP.

The problematic UUIDs have at least one of these raster layer that fail to load in GeoView. If there is vector/feature layers in the services, they will load properly, but all the raster layers will fail to load.

Expected Behavior

To be at par with RAMP these raster layers hosted as esriDynamic should load properly in GeoView.
