[Bug?] Clear all cache does not do as you might expect

State: having a very long (5000+ Lines) Motion with around 200 Amendments producing a lot of cache

~/antragsgruen-4.13.0/runtime/cache$ du -sh ./
15G	./

Behaviour: Clicking on "Removing all System Caches" does not clear this cache

Expected: Clearing that cache

I have deleted it manually right now.

(also in a case like this the .ods export of the amendments was REALLY slow (over a minute) and blocking other requests out of the same browser in the meantime, should i start a new issue for that?)
