Request from CCX user: butter_x_dragon

-Larger Keystroke Delay is needed within vscode for users connecting to cloud servers via a slow vpn
-"maybe also allow milliseconds instead of just micro? this way you could enter 1000 ms for 1 key per sec. prob don't need to go quite that slow, but good to have options for fine tuning"
