I would like to add onto this, it appears this bug only happens if you're zoomed in or zoomed out over/under 100%.

mine is different. I use 7.3.5 on chrome and even when zoomed out or in or 100% native its out of position

I have this issue too, using firefox, but it only occurs when I have my sidebar open (which is my tab bar). Removing the tab bar puts it in the right spot.
