Translation feature

One of the streamers I watch is Finnish. He speaks both English and Finnish, but sometimes other viewers chat in Finnish. I'd like to be able to read what they say without having to copy and paste into Google Translate.
I noticed that LibreTranslate is open source, but also self hosted. It can be run in Docker. Perhaps a way to integrate a self hosted instance of LibreTranslate using it's API function?

This was suggested in #4999 as well. I feel like it's a good use-case for plugins. Currently, it's only possible to add a command and send a system message with the translated text (but HTTP requests are possible today). A few more message and channel related APIs might make this more user-friendly (e.g. by replacing a message).
