treasury.io data ends after April 19, 2017

It looks like the treasury.io API responses have stopped returning new national debt information since April 19. Ugh. Apparently something changed on the Treasury side and they are still trying to fix it per csvsoundsystem/federal-treasury-api#214

A few things to do here:

• build in some kind of check to indicate when the data is too stale, maybe decrease check frequency
• find a new data source (probably https://treasurydirect.gov/NP/debt/current)
