Description of issue

When deconstructing telecomms machines and then reassembling them, you get about 5 cables extra, ex nihilo.

Difference between expected and actual behavior

Deconstructing telecomms machines shouldn't produce surplus cable.

Steps to reproduce

Deconstruct and rebuild a telecomms machine.

/obj/machinery/telecomms/

Length of time in which bug has been known to occur

This has been happening today.

Client version, Server revision & Game ID

Latest.
