mussels will say a cookbook is trusted even if it fails because it doesn't exist:

[build@fmd-cent07-02qat ~]$ msl cook trust blah -y
2021-08-10 19:06:25 Mussels ERROR Can't trust cookbook 'blah'. Cookbook is unknown.
2021-08-10 19:06:25 Mussels INFO 'clamav' cookbook is now trusted.
