(Note: I'm not sure if this is intended or not, hence feature request rather than bug report)
The following behavior is currently a major problem in my city:
Tourist wants to go to an attraction located well outside the Old Town district
Tourist drives into the Old Town to park there (and potentially continues driving around it searching for another spot), even though the destination is in another district entirely
I think "I want to park there" should not count as a valid destination for the purposes of the Old Town policy. Tourists should not park in Old Town unless their destination is actually there. In fact, it would be great to have an option to forbid non-resident parking in Old Town altogether (that's the way the Old Town in my home city works, and how I would expect it to work in general).

It's basically impossible to relieve parking pressure in my low residential/Old Town districts, because if I place parking for residents, tourists immediately flock to it, causing gridlock in low traffic roads there.
