Footnotes in Google Doc version not included

Footnotes that appear in the Google Doc version of the Open Government Plan do not appear in the GitHub wiki version. Please add them!

No Markdown footnotes available in GitHub's renderer (Sundown), apparently. Sundown is also feature frozen, for the time being, so can't add them. See Sundown's issue vmg/sundown#35 and pull request vmg/sundown#141

Could hardcode reference links. Or use restructuredText. Or just wait on Sundown's successor.

So neither option seems all that elegant. Guess footnotes just don't translate all that well to GitHub's wiki style.

We're going to update the plan after the 1-year anniversary of the Mayor's Executive Order. Going to address this issue in the next release.
