Procrastinator ping

It would be interesting to have self-identifying procrastinators on the server get a role called "procrastinator" along with a ClemBot command that would ping all people with that role saying "Get to back to work" or "Stop procrastinating." This was just a thought that I had that I thought would be interesting if implemented.

This would actually be somewhat intensive to implement due to the fact that it will need to be configurable on a per server basis, we cant hard code roles so it would have to have its own database table and front end
