Otherwise everything that it depends on in ClimaAtmos could be from fixed/older versions.

To clarify, does PrecompileCI need to dev ClimaAtmos before it is compiled?

Ah, actually, it's fine, the path entry should be path = "PrecompileCI", and it is, I forgot that it is itself a package. All is good.
