Check module success criteria inconsistency

In User Focused Data, CodeYourFuture/Module-User-Focused-Data#45 is assigned in sprint 3.

In Structuring and Testing Data, CodeYourFuture/Module-Structuring-and-Testing-Data#3 is assigned in sprint 1.

It feels like these should be consistently assigned, probably to the end of the sprint?

I left a comment on #940 - but based on my interpretation, I'm thinking making this consistent by moving to the beginning of each module makes sense?
