Add echo command

Purpose

This command would allow the staff to post content as the CC bot.

Is your feature request related to a problem? Please describe.

Posting as the bot with the official Codecademy bot name makes things look more official and can keep users from getting upset with or pinging/DMing specific staff members. This would be useful for things such as a detailed post in the verification channel about what to do, official announcements, pins with specific rules for certain channels, etc.

Proposed Solution

None right now, but I have access to code that does the same thing, though in a different language. Will get back to this later.

Acceptance Criteria

• Should take inputs of the channel ID where the post will be posted and the message
• If the channel ID is not included, it should post in the channel it is typed into
• Should be available for admins for sure, and maybe moderators, too
