This is a case of leveraging GPS trackers like on the Trolley Tracker project we started years back to help with giving accessible information to residents. Here are some cost projects of maintaining service.

One thing to consider on the cost side of it would be to leverage LoRaWAN via The Things Network. This would be trading an ongoing monetary investment for an upfront investment plus people volunteering time, expertise or putting up a gateway. Something to consider since this kind of maps to our model than just cash. It could also be a proof of concept that transitions to cellular data.
