Combine values lists

Storage, bale storage and palet storage are all seperate.
As an information for overview its okay when you click on a farm.

However when setting up the values in the admin menu, you got to set it seperatly in every category, wich doesn't make much sence.

Maybe combine the lists, since it doesn't matter if you store straw as a bale or in a storage.

Real planned implementation will come in future version because this needs a whole rework of the victory point system
